I have found the definition of "just value" is one of the most commonly misunderstood topics in the appeal process. Florida statutes allow for costs of sale to be subtracted from the "market value" to arrive at "just value." The tax agent is arguing "just value" at the VAB hearing before the Special Magistrate, which can often be 10% to 15% less than "market value.
